The State Emergency Operations Center is activated at Level 3 for the day. All functions are available for prioritizing and fulfilling requests. Supplies of
certain highdemand personal protective equipment remain constrained. SEOC hours are 08001700 Monday through Friday, or 24/7 via the state
emergency line at 3032798855. All schedules are subject to change based upon incident needs.

certification. Local communities will only be able to qualify if they meet certain
criteria:
++ July 7, 2020: Today the Colorado Department of Public Health and
Environment (CDPHE) released a guide and application form to allow local
communities to apply for ProtectOurNeighbors certification. Communities can
only apply if they meet eight criteria—including declining cases—and have
attestation letters from hospitals, public health experts and local officials.
Because cases are increasing in many counties throughout the state, most
counties will not yet be eligible to apply for Protect Our Neighbors.

at a Level 1 status in response to COVID19; however, the lifeline is changing
from yellow to green (stabilization). The lifeline has not fully returned to its
“preincident normal”, as the state continues to meet the needs of the public
and CDPHE is still performing critical services such as monitoring, testing,
resourcing and responding functions in response to COVID19. In addition,
operational transition from the Unified Coordination Command (UCC) to their
Department of Operations Center is still in transition.
++ As of today there are 34,664 cases, 5,741 hospitalized, 61 counties,
362,145 people tested, 1,696 deaths among cases, 1,542 deaths due to
COVID19
Medical Care: Alternate Care Sites (ACS) will be operational based as
needed:
Patient Movement: UCC dispatch center is in "Cold status" operational to
support COVID19 patient movement.
Fatality Management: The COVID19 Fatality Management Plan has been
approved and signed.
Medical Supply Chain: Continuing to monitor and work within the supply
chain (Nationally), alternative means are available.
++ State officials update crisis standards of care for palliative care and
hospice services in response to COVID19:
Denver (June 18): Today the Governor's Expert Emergency Epidemic
Response Committee voted to update the crisis standards of care guidelines
for palliative care and hospice services to take into consideration the
challenges presented by COVID19. The standards are not currently in effect
and would only be initiated by the Chief Medical Officer at the Colorado
Department of Public Health and Environment, if necessary and as permitted
by executive order.
Crisis standards of care are recommendations for how the medical
community should allocate scarce resources, including palliative care and
hospice services, in the extreme case when patient needs exceed available
resources.

The newly approved guidelines aim to align treatment that providers deliver
with the care that the patient seeks related to palliative care and hospice
support in order to reduce human suffering regardless of treatment

specialized medical care for people living with a serious illness. Hospice care
focuses on optimizing quality of life for people with serious and endstage
illnesses.
