In order to curb some of that social behavior, the Governor announced that, for

the next 30 days, the State is suspending all alcohol sales after 10:00 p.m. each

day. This will apply to all entities that are licensed to sell liquor. “All licensees

contained in Articles 3, 4, and 5 of Title 44 of the Colorado Revised Statutes

DENVER, July 20, 2020: The Colorado Department of Public Health and

Environment, in collaboration with the Colorado Department of Education,

released new guidance for the fall opening of schools

http://www.cde.state.co.us/planning2021/healthguidancebycovidphase. The

guidance will help local public health agencies work with districts and schools to

ensure the safest learning environment possible during the COVID19

pandemic.

Gov. Polis today signed the Protect Our Neighbors Executive Order which

directs CDPHE to create a certification process to allow local communities to

move from Safer at Home in the Vast, Great Outdoors to Protect Our

Neighbors. CDPHE will also issue a corresponding Public Health Order. To

qualify for Protect Our Neighbors, a county or a region must:

+ Certify that they meet qualification metrics established by CDPHE; and

+ Submit a mitigation and containment plan on what the county or region will do

if they fall out of compliance with one or more of these metrics, and

documentation of support for the plan by local officials, law enforcement, and

any others identified by CDPHE.

an update on Colorado’s next steps during the COVID19 pandemic, introducing

more details on the Protect Our Neighbors framework.

On 9 July, Gov Polis also stated the following: “It’s up to each of us to do a bit

better than we have been at wearing masks, following social distancing

protocols, and washing our hands, and not party. If we let up, even for a

moment, then Colorado will begin to see more and more cases like our

neighboring states. Wear a damn mask.”

Public Health: Colorado Department of Public Health and Environment is still

at a Level 1 status in response to COVID19; however, the lifeline is changing

from yellow to green (stabilization). The lifeline has not fully returned to its

“preincident normal”, as the state continues to meet the needs of the public

and CDPHE is still performing critical services such as monitoring, testing,

resourcing and responding functions in response to COVID19. In addition,

operational transition from the Unified Coordination Command (UCC) to their

Department of Operations Center is still in transition.

++ As of today there are 44,336 cases, 6,268 hospitalized, 63 counties,

494,626 people tested, 1,794 deaths among cases, 1,661 deaths due to

COVID19

Medical Care: Alternate Care Sites (ACS) at the Colorado Convention Center

and the Ranch will be operational based on critical situation of hospital surge.

Patient Movement: UCC dispatch center is in "Cold status" operational to

support COVID19 patient movement.

Fatality Management: The COVID19 Fatality Management Plan has been

approved and signed. Will activate based on situational needs.

Medical Supply Chain: Continuing to monitor and work within the supply

chain (Nationally), alternative means are available. The Counties are

encouraged to reach out to their stakeholders to purchase PPE and cleaning

supplies in preparation of the second round of infections and increased

cases.

++ State officials update crisis standards of care for palliative care and

hospice services in response to COVID19:

Denver (June 18): Today the Governor's Expert Emergency Epidemic

Response Committee voted to update the crisis standards of care guidelines

for palliative care and hospice services to take into consideration the

challenges presented by COVID19. The standards are not currently in effect

and would only be initiated by the Chief Medical Officer at the Colorado

Department of Public Health and Environment, if necessary and as permitted

by executive order.

Crisis standards of care are recommendations for how the medical

community should allocate scarce resources, including palliative care and

hospice services, in the extreme case when patient needs exceed available

resources.

https://drive.google.com/file/d/1a8N1NrE80EFa6d9ICXQ0Ra26Ty0TrE43/view

The newly approved guidelines aim to align treatment that providers deliver

with the care that the patient seeks related to palliative care and hospice

support in order to reduce human suffering regardless of treatment

preferences, allocation decisions, or care setting. Palliative care is

specialized medical care for people living with a serious illness. Hospice care

focuses on optimizing quality of life for people with serious and endstage

illnesses.
