State Emergency Operations Center (SEOC) Status

Level 2 ​

The State Emergency Operations Center is activated at Level 2. All functions are available for prioritizing and fulfilling requests. Supplies of certain high- demand personal protective equipment remain constrained. ​

Due to COVID­19, physical staffing within the State EOC will be carefully managed. Partners physically present in the EOC will vary at any time, and

remote coordination tools will be used. At this time, there is no need for Emergency Response Coordinators to report to the EOC unless specifically

contacted and requested.​

SEOC hours are 0800­1700 Monday through Friday, or 24/7 via the state emergency line at 303­279­8855. All schedules are subject to change based

upon incident needs. All State EOC functions remain available to support current and future incidents.​

call order will now take effect, based on what level a county is in

p.m. in Level 2, and 10 p.m. in Level 3. Counties in Protect Our

Neighbors may opt out and establish a local last call time, so long

as it does not exceed 2 a.m.​

12 Sept ­ Governor Polis extended the Executive Order ordering

individuals in Colorado to wear face covering due to the presence

Schools are required to report all suspected and confirmed

outbreaks to their local public health agency or CDPHE within four

hours. Clinical labs and health care providers report cases to

public health; however, schools also are encouraged to report

single cases of COVID­19 to their local public health agency. This

case and outbreak guidance, the guidance for the fall opening of

schools, CDE’s toolkit for the 2020­21 school year, and guidance

from local public health agencies will provide districts with the

information they need to start the school year in a way that makes

sense for their local communities. CDPHE will update guidance

however, the lifeline is changing from yellow to green

(stabilization). The lifeline has not fully returned to its “pre­incident

normal”, as the state continues to meet the needs of the public

and CDPHE is still performing critical services such as

monitoring, testing, resourcing and responding functions in

response to COVID­19. In addition, operational transition from the

Unified Coordination Command (UCC) to their Department of

Operations Center is still in transition.​

++ As of today there are 71,218 cases, 7,579 hospitalized, 64

counties, 1,376,920 people tested, 2,054 deaths among cases,

1,962 deaths due to COVID­19​

­Medical Care: Alternate Care Sites (ACS) at the Colorado

Convention Center will be operational based on critical situations

of hospital surge.​

­Patient Movement: UCC dispatch center is in "Cold status"

operational to support COVID­19 patient movement.​

­Fatality Management: The COVID­19 Fatality Management Plan

has been approved and signed. Will activate based on situational

needs.​

­Medical Supply Chain: Continuing to monitor and work within the

supply chain (Nationally), alternative means are available. The

Counties are encouraged to reach out to their stakeholders to

purchase PPE and cleaning supplies in preparation of the second

round of infections and increased cases. ​

IMPACTED LIFELINES AND KEY COMPONENTS

State Emergency Operations Center (SEOC) Status

Level 2 ​

The State Emergency Operations Center is activated at Level 2. All functions are available for prioritizing and fulfilling requests. Supplies of certain high- demand personal protective equipment remain constrained. ​

Due to COVID­19, physical staffing within the State EOC will be carefully managed. Partners physically present in the EOC will vary at any time, and

remote coordination tools will be used. At this time, there is no need for Emergency Response Coordinators to report to the EOC unless specifically

contacted and requested.​

SEOC hours are 0800­1700 Monday through Friday, or 24/7 via the state emergency line at 303­279­8855. All schedules are subject to change based

upon incident needs. All State EOC functions remain available to support current and future incidents.​

­Community Safety: The state has released the following:​

20 Sept ­ Governor Polis amended and extended the Safer at

Home Executive Order, which includes the last call order. The last

call order will now take effect, based on what level a county is in

according to the COVID­19 dial. Last call is 12 a.m. in Level 1, 11

p.m. in Level 2, and 10 p.m. in Level 3. Counties in Protect Our

Neighbors may opt out and establish a local last call time, so long

as it does not exceed 2 a.m.​

12 Sept ­ Governor Polis extended the Executive Order ordering

individuals in Colorado to wear face covering due to the presence

Schools are required to report all suspected and confirmed

outbreaks to their local public health agency or CDPHE within four

hours. Clinical labs and health care providers report cases to

public health; however, schools also are encouraged to report

single cases of COVID­19 to their local public health agency. This

case and outbreak guidance, the guidance for the fall opening of

schools, CDE’s toolkit for the 2020­21 school year, and guidance

from local public health agencies will provide districts with the

information they need to start the school year in a way that makes

sense for their local communities. CDPHE will update guidance

as additional information becomes available.

­ Public Health: Colorado Department of Public Health and

Environment is still at a Level 1 status in response to COVID­19;

however, the lifeline is changing from yellow to green

(stabilization). The lifeline has not fully returned to its “pre­incident

normal”, as the state continues to meet the needs of the public

and CDPHE is still performing critical services such as

monitoring, testing, resourcing and responding functions in

response to COVID­19. In addition, operational transition from the

Unified Coordination Command (UCC) to their Department of

Operations Center is still in transition.​

++ As of today there are 71,218 cases, 7,579 hospitalized, 64

counties, 1,376,920 people tested, 2,054 deaths among cases,

1,962 deaths due to COVID­19​

­Medical Care: Alternate Care Sites (ACS) at the Colorado

Convention Center will be operational based on critical situations

of hospital surge.​

­Patient Movement: UCC dispatch center is in "Cold status"

operational to support COVID­19 patient movement.​

­Fatality Management: The COVID­19 Fatality Management Plan

has been approved and signed. Will activate based on situational

needs.​

­Medical Supply Chain: Continuing to monitor and work within the

supply chain (Nationally), alternative means are available. The

Counties are encouraged to reach out to their stakeholders to

purchase PPE and cleaning supplies in preparation of the second

round of infections and increased cases. ​
